Microsoft Defender for Endpoint Plan 2 license is not enough to manage servers in Defender for Endpoint. To onboard servers to Defender for Endpoint, server licenses are required. Options are:
- Microsoft Defender for Servers Plan 1 or Plan 2 (as part of the Defender for Cloud) offering
- Microsoft Defender for Endpoint for servers
- Microsoft Defender for Business servers (for small and medium-sized businesses only)

If you have Defender for Cloud, you can onboard using Azure Arc-enabled servers which is recommended or you can enable Direct Onboarding from Microsoft Defender for Cloud >Environment Settings > Direct Onboarding
