Unable to activate Microsoft 365 E5 Developer Sandbox

Hello Microsoft Support,

I have successfully joined the Microsoft 365 Developer Program, but I keep receiving the message: "You don't currently qualify for a Microsoft 365 Developer Program sandbox subscription."

I have tried multiple email accounts, browsers, and devices. I also subscribed to Visual Studio Dev Essentials and ensured my account is active.

I am located in the United Arab Emirates and would like to activate the E5 developer sandbox to begin my SharePoint development training.

Kindly assist me in resolving this issue or let me know what steps I need to take to qualify.
