    Hi Akmal,

    Welcome to Microsoft Q&A!

I understand how confusing and frustrating it can be when Copilot behaves differently depending on the account, especially when you get error code 400 or “Too many requests” during login. This usually happens when there's a network proxy or VPN interfering with Microsoft’s login services. In some cases, your Microsoft account session is corrupted or expired.

Copilot may still appear active or accessible even when you're not logged in because some basic features or cached UI elements may load from previous sessions. If you're using a shared or enterprise device, background services may still run under a system or organizational context. Network-level access may also preload components even before full authentication.

1 - Clear browser and app cache

    • If you're using Copilot in Edge or a browser, press Ctrl + Shift + Del
    • Select All time time-range > Check the following:
      • Cookies and other site data
      • Cached images and files
      • Site permissions
    • Click Clear data > Restart browser > Retry Copilot again
    • If you're using application > open Settings > Apps > Installed Apps
    • Look for Copilot > click three-dot > Advanced options
    • Click Terminate > Repair > if the issue persists, click Reset

    2 - Network-level solutions:

    • Disable any VPN or proxy temporarily
    • Try switching to a mobile hotspot or home Wi-Fi to rule out network restrictions.
    • Reset network stack with Command Prompt (Admin) > enter the following one by one:
      • ipconfig /flushdns
      • nbtstat -R
      • nbtstat -RR
      • netsh int ip reset
      • netsh winsock reset

    3 - Complete account refresh

Copilot uses account-based personalization and memory, so personal accounts may have access to more flexible memory features. Work/school accounts are subject to organization policies, which may restrict memory, login behavior, or access to certain Copilot features. Memory is stored per account, so switching accounts changes what Copilot remembers or how it behaves.
