I keep getting error messages all day (like every 1-5 mins) that say: "Error creating log file: The process cannot access the file because it is being used by another process." However, it does not tell me which program is creating it. What do I need to do to get rid of this message?

Press the Windows key + R, then type in:
appwiz.cplThen hit OK
Look for the SQLite app or related software, then right-click and uninstall it.
Restart the PC and check.
