macros enabling disabled

i am trying to run tax filing program and it wont let me saying macros may be disabled how do i fix?

Option 2: Adjust Trust Center Settings 

If you want to permanently trust documents from a specific location or change the default macro behavior, you can use the Trust Center.

3. In the new window, select Macro Settings. 
4. Choose the option Disable all macros with notification. This setting is the recommended balance of security and functionality. It will keep macros disabled by default but will show you the "Enable Content" message bar (from Option 1) so you can choose to run them for trusted files.
5. Click OK to save your changes.
