Using the New Outlook for Mac features in business environments

On the left-hand navigation pane, you might see folders under your business account and potentially a section called "On My Computer". So, please ensure the new contact was saved under your business email account's "Contacts" folder, not in an "On My Computer" folder. Contacts in the local folder will not sync to the server or the web app.

However, I also found the work-around you can try that manually Trigger the Address Book. When you compose a new email, instead of just typing in the "To" field, you can click to the address book icon to open the full Address Book search window. (on New Outlook)
If you find them this way, select them, add them as a recipient, and send the email. This action often forces the contact into the auto-complete list for future use.
