Do I need to have SharePoint Workflow Manager installed and configured to use workflows after KB5002778

I applied KB5002778 to my SharePoint 2016 farm, but now my workflows mostly fail and cannot be accessed via SharePoint Designer. All my workflows are 2010 version built in SharePoint Designer. I noticed on the KB5002778 article that I must have the latest update for SharePoint Workflow Manager installed, but my farm does not use any version of Workflow Manager.

Additionally, SharePoint 2010 workflow is already deprecated. Microsoft recommends migrating to Power Automate or other supported solutions.
