Solved here too. No more emails since yesterday evening.
Getting a welcome message from Azure DevOps every hour (and one minute)!
Hi, as my company Azure account is not connected to a mail address that receives mail the Azure Portal bugged me to give my e-mail address. But ever since I entered it,I get the same welcome message every 61 (sic!) minutes.
This morning at 9.37, 10.38, 11.39, in the afternoon at 12.40, 13.41.
How can I make this stop?! To add insult to injury, it's not possible to unsubscribe as the mail footer clarifies:
'This is a mandatory service communication from Azure DevOps. ' Please, make it stop!

For now we've attempted to change email preferences, enable all, save changes, disable all, save changes.
This doesn't seem to affect anything.

According to the incident in 2019 there is nothing much we as end users outside of Microsoft can do, right?
And just creating a filter rule in Outlook to move this spam into a dedicated folder ist not a solution but a short term workaround only. Changing my company e-mail address in devops is NOT an option... sorry!
Any reactions by Microsoft? Anybody there aware of the problem and caring for it???

As per the latest update the Product team has been made aware of this issue, and they are actively working on identifying the underlying cause. Make a note that we will update this thread once the issue is resolved.
