Based on your description, it seems that you’re having trouble signing in to your Microsoft 365 admin account due to a multi-factor authentication (MFA) issue and receiving error code 399287. Here are a few steps that may help resolve the issue:
If you’re using a business account, may I know if there are any other Global Administrators in your organization?
- If yes, please ask them to reset your 2FA so that you can re-register: Manage authentication methods for Microsoft Entra multifactor authentication - Microsoft Entra ID
- If no, that means you’re the only Global Administrator and you are completely locked out of the tenant. So, only the Microsoft Support team can assist you with this MFA issue. You might need to contact Microsoft Support via phone service number: Customer service phone numbers - Microsoft Support. The agent will be able to create a ticket for you under the affected tenant and then transfer this ticket to the Data Protection team who can help you regain access.
If phone support is not an option, please follow this link to create a trial tenant: Microsoft 365 Business Basic | Microsoft 365. After that, you’ll be able to access the Microsoft 365 Admin Center to raise a support ticket. Please mention that you are raising a ticket on behalf of the affected tenant that you do not have access to. The support team will help you create a ticket for the affected tenant, and later the Microsoft Data Protection team will assist you.
Please note that this process will take more time than usual (7-14 working days) for your account to get access again as DataProtection is always overwhelmed with the number of tickets. As a forum moderator, I do not have access to Microsoft's internal system to assist or push this process to be quicker.
