Browers can't connect to the internet

I have an online radio station running on an HP Elitedesk . Everything was working fine until I moved to a new location. At that point all browers (Chrome, Firefox, Edge) stopped accessing the internet. FTP still works, and the broadcast software still works. Windows update does not work.

The computer is on a network with 3 laptops. All of them can connect to each other.

First I get a "your connection is not private" error, Clicking on Advanced and Proceed to... I get ERR_CONNECTION_RESET on all browers. It doesn't matter what site I try to go to

I changed to a different ISP when I moved. Thinking that might be the problem I changed back to the original ISP.

I can access the router controls through the computer.

I have tried every solution I can find on the internet, reset network, reset DNS, etc. I went into the microsoft firewall manager and changed the rules so everything has access, incoming and outgoing. (I know, stupid thing to do). The HOST file is empty, so nothing is blocking it there.

The LAN port is permanently attached to the motherboard. Thinking there may be some physical damage, I bought a PnP LAN card. Same problem.

I am desperate to get this problem fixed. It's been happening since June. Any ideas?

    I've reviewed the incident regarding your browser and Windows Update connection issues, specifically the "Your connection is not private" and ERR_CONNECTION_RESET messages. The symptoms you're seeing often indicate an incident with secure connection protocols (SSL/TLS), likely due to an incorrect system time setting or interference from third-party security software. A proxy, VPN, or SSL-interception setting (or corrupted system root certificates) is interfering with HTTPS traffic only. Non-browser apps (FTP, broadcast) use different protocols, so they’re unaffected.

    To guide you best, could you let me know:

    • Do you use any antivirus with HTTPS scanning or a corporate proxy?
    • Can you share the output of ipconfig /all (redact public IP)?
    • In Edge, press F12 > Console > any specific error after ERR_CONNECTION_RESET?

    In the meantime, please consider trying my suggestions for Windows 10 and keep me updated with anything news from it:

    Preparation and requirements:

    • Ensure the date, time, and time zone are absolutely correct on your PC.
    • Completely disable or uninstall any non-Microsoft security software (like an external antivirus or VPN client) just to test if it's intercepting your secure traffic. Do not browse the internet unprotected for long. Re-enable or reinstall after testing.

    Afterward, please follow this instruction and let me know anything new from it:

    • Win + R > Type:  inetcpl.cpl > Connections > LAN settings > Uncheck all boxes (especially “Use a proxy server”) > Click OK > restart browsers
    • Open [PowerShell] from search bar > [Run as Administrator] > Run:
      • certutil -setreg chain\EnableWeakSignatureFlags 0
      • certutil -generateSSTFromWU roots.sst
      • Double-click roots.sst > install all
    • Search [Command Prompt] on search bar > [Run as Administrator] > Run:
      • netsh winsock reset
      • netsh int ip reset
      • Restart PC
    • Open [Control Panel] > [Network and Internet] > [Internet Options] > Go to the [Connections] tab > [LAN] settings:
      • ensure "Use a proxy server for your LAN" is unchecked. Also, on the Advanced tab, click "Restore advanced settings."

    Disclaimer: Incorrect proxy settings will block all browser and Windows Update traffic, while still allowing non-HTTP traffic like FTP.
