Dear Dennis Stoner
Thanks for posting questions on Microsoft Q&A Forum.
Keyboard driver loads after login prompt due to Fast Startup or USB power management.
To help me narrow down the specific cause and provide the most effective solution, could you clarify one quick detail?
- Are you using a wired, wireless (USB dongle), or Bluetooth keyboard, or is this the built-in keyboard on a laptop?
- What is your Windows version?
In the meantime, the very best first step is to disable the Fast Startup feature, as this forces a cleaner hardware initialization every time you power on the PC:
- Open [Control Panel] > [Power Options] > Click [Choose what the power buttons do] > Click [Change settings that are currently unavailable.] > Uncheck [Turn on fast startup] (recommended) > Save changes.
Warning: After applying this, you must perform a full Shutdown, not a Restart, to test the change.
- [Device Manager] > Universal Serial Bus controllers > Right-click each USB Root Hub > [Properties] > [Power Management] > Uncheck [Allow the computer to turn off this device].
- [Device Manager] > [Keyboards] > Right-click > [Update driver] > [Search automatically].
Check with Clean Boot if the problem persists following the instructions in this article: How to perform a clean boot in Windows - Microsoft Support
