You do not need to make all 350 licenses the same type. Microsoft 365 licensing allows you to mix plans within the same tenant, provided each user is assigned a valid license that meets their needs.
with your proposed set up 300 users on Microsoft 365 Business Premium and 50 users on Microsoft 365 E3 or E5, this setup is fully supported and compliant. Many organizations use a mixed approach to provide advanced capabilities (such as enhanced security and compliance tools) only to roles that require them.
However, there is some crucial points you have to take note:
- Business Premium is limited to 300 seats per tenant; your configuration keeps you at that cap.
- Enterprise plans (E3/E5) do not have seat limits.
- Features differ by plan. Users on Business Premium will not receive E3/E5-only capabilities (for example, certain advanced compliance features and analytics).
In conclusion, it is not required to move all 350 users to E3 or E5. Mixed licensing is both common and supported.
