Teams Calendar Not Working with On-Prem Exchange 2019 After Recent Microsoft License Policy Changes

Hello Community,

I’m facing an issue with Microsoft Teams calendar integration and would appreciate some guidance.

Environment Details

  • Exchange Server: On-Premises Exchange 2019 CU13

Active Directory: On-Prem

Microsoft Teams: Using Teams cloud (no hybrid Exchange configuration)

Licensing: Users currently have Teams Enterprise–type licenses (not Microsoft 365 plans)

Problem Description

As of this week, our users are no longer able to access their calendars in Microsoft Teams. The Teams client displays the following message:

“Teams is unable to access your Calendar. Share the error message with your IT admin if the error persists.”

What We Have Found So Far

Based on Microsoft’s updated licensing and support documentation, it appears that:

Microsoft has recently updated licensing enforcement,

Teams free/standalone licenses no longer provide Exchange Online access,

And Teams calendar integration now requires an M365 license that includes an Exchange Online mailbox or proper hybrid Exchange configuration.

Since we are fully on-prem Exchange (no Exchange Online mailboxes) and using Teams Enterprise licenses, this may be causing Teams to stop connecting to the calendar.

My Questions

Has Microsoft officially changed the requirements so that Teams calendar now mandates an M365 subscription with Exchange Online?

If we continue using on-prem Exchange 2019, but without Exchange hybrid, is there any supported way to restore Teams calendar functionality?

Does Microsoft now require at minimum Microsoft 365 Business/Enterprise (E1/E3/E5) for Teams calendar to work?

Are there any workarounds for customers running Exchange on-premises only?

Your insights or official references would be very helpful so we can plan the next steps for our environment.

    I have not found an explicit Microsoft announcement that newly mandates Exchange Online. What is documented (and still enforced) is that Teams calendar needs a mailbox accessible via EWS/Autodiscover either in Exchange Online or via full Classic Hybrid for on‑premises mailboxes.
