Hello,

After the retirement of the Volume Licensing Service Center (VLSC), I noticed that our previous licenses are not appearing in the Microsoft 365 Admin Center. We require access to these older licenses, but they are currently not visible.

    VLSC was retired in April 2024 and classic VL management moved into the Microsoft 365 admin center, where access is controlled by VL roles that were migrated from VLSC. If those roles and agreements have not synced to your tenant yet, the licenses will not show up.

    Try to sign in with the same Microsoft Entra ID that had VLSC access, choose the correct directory if you have more than one, go to Billing > Your products, open the Volume licensing tab, open Preferences, select Edit preferences, then run Sync permissions.

    After the sync completes, refresh the page, go to Contracts > View contracts, and use Create license summary to confirm the entitlements now appear. From there you can open View product keys for downloads and keys. This is the most common and quickest resolution for missing post‑VLSC licenses.
