For the remaining six users, the “General failure - please try again” message can sometimes be related to permission settings on the Microsoft 365 side. While your Google Workspace Global Admin role covers the source, the Microsoft 365 Global Admin role doesn’t always automatically provide access to other users’ mailboxes for migration purposes.
One approach that often helps is ensuring the account performing the migration (likely yours) has the ApplicationImpersonation permission in Exchange Online. Here’s a suggested guideline you might consider:
- Role Verification: Confirm that the account running the migration has been added to an Exchange Online Role Group that explicitly includes the
ApplicationImpersonationpermission. - Best Practice: A straightforward method is adding your migration account to the Organization Management role group within the Exchange Admin Center (or via Exchange Online PowerShell). This role group inherently provides the required access.
- Propagation Time: After updating permissions, it’s usually helpful to wait 30-60 minutes for the changes to fully propagate across Microsoft 365.
- Retry Migration: Once permissions are verified and sufficient time has passed, try rerunning the migration batch for the six remaining users.
