Cannot create VM of any type. SkuNotAvailable westeurope

I am unable to create any virtual machine SKU in the West Europe region. All VM sizes fail during validation with the error:

The requested VM size for resource 'Following SKUs have failed for Capacity Restrictions: Standard_D4s_v5' is currently not available in location 'westeurope'. Please try another size or deploy to a different location or different zone. See 

This occurs for all tested VM types, including common SKUs such as Standard_D4s_v5, Standard_D4s_v4, Standard_E4s_v5, and even Standard_L2s_v4. The issue is reproducible both:

  • inside Azure Databricks (compute creation)

and directly in the Azure Portal (creating a plain VM)

What I have already verified:

VM SKUs are reported as available: Running az vm list-skus --location westeurope shows the SKUs as available, with no subscription restrictions, and with correct zone mappings.

  1. Quotas are NOT the issue:

Regional vCPU quotas are sufficient

  • Family-specific vCPU quotas are above zero and not exhausted

No quota is at its Limit value

  1. Policy is NOT blocking deployment:
    • No policies applied for subscription
    Other regions work normally: The exact same VM SKUs can be created without issue in North Europe and other regions.
      This confirms the problem is isolated to **West Europe**.
    

Expected Behavior: VMs should deploy successfully since the SKUs appear available, unrestricted, and quotas are not exhausted.

Actual Behavior: Every VM deployment in West Europe fails with SkuNotAvailable or “Capacity Restrictions” errors, regardless of VM size or series.I am unable to create any virtual machine SKU in the West Europe region. All VM sizes fail during deployment with the error:

    Hello @ankit yadav ,
    even the sku that apprently has no restriction is not working for us. you can see that the az cli tells us that there are no restrictions on Standard_D4s_v6 but trying to create one fails.
