Cannot create VM of any type. SkuNotAvailable westeurope

I am unable to create any virtual machine SKU in the West Europe region. All VM sizes fail during validation with the error:

The requested VM size for resource 'Following SKUs have failed for Capacity Restrictions: Standard_D4s_v5' is currently not available in location 'westeurope'. Please try another size or deploy to a different location or different zone. See

This occurs for all tested VM types, including common SKUs such as Standard_D4s_v5, Standard_D4s_v4, Standard_E4s_v5, and even Standard_L2s_v4. The issue is reproducible both:

inside Azure Databricks (compute creation)

and directly in the Azure Portal (creating a plain VM)

What I have already verified:

VM SKUs are reported as available: Running az vm list-skus --location westeurope shows the SKUs as available, with no subscription restrictions, and with correct zone mappings.

Quotas are NOT the issue:

Regional vCPU quotas are sufficient

Family-specific vCPU quotas are above zero and not exhausted

No quota is at its Limit value

Policy is NOT blocking deployment:
- No policies applied for subscription
Other regions work normally: The exact same VM SKUs can be created without issue in North Europe and other regions.

Expected Behavior: VMs should deploy successfully since the SKUs appear available, unrestricted, and quotas are not exhausted.

Actual Behavior: Every VM deployment in West Europe fails with SkuNotAvailable or “Capacity Restrictions” errors, regardless of VM size or series.I am unable to create any virtual machine SKU in the West Europe region. All VM sizes fail during deployment with the error:

The error code received "Code: SkuNotAvailable" is quite generic and can vary from each subscription and the region you are trying to deploy Azure resources.
This error code is faced due to below 2 reasons:

When the resource SKU you've selected, such as VM size, isn't available for a location or zone for your subscription.

If the capacity is not available for the selected VM sizes in the selected region.

For #1,
you can use az vm list-skus, in a bit more elaborate way to find out if that SKU is allowed for your subscription in that region or not.
Example command:

az vm list-skus --location centralus --size Standard_D --all --output table

here:

--location filters output by location.

--size searches by a partial size name.

--all shows all information and includes sizes that aren't available for the current subscription

With this command, you'll see something like below output:

ResourceType Locations Name Zones Restrictions --------------- ----------- -------------- ------- -------------- virtualMachines centralus Standard_D1 1 None virtualMachines centralus Standard_D11 1 None virtualMachines centralus Standard_D11_v2 1,2,3 None

Solution for #1:

if a SKU isn't available for your subscription in a location or zone that meets your business needs, submit a SKU request to Azure Support.

Solution for #2, Here’s a short, casual rewrite in paragraph form:

If there’s a capacity crunch for that SKU in the region, you can either go with other available SKUs or wait until the capacity gets replenished.

For your selected VM sizes, it should be like below command :

az vm list-skus --location westeurope --size az vm list-skus --location westeurope --size az vm list-skus --location westeurope --size az vm list-skus --location westeurope --size Standard_E4s_v5 --all --output table az vm list-skus --location westeurope --size

Additionally I checked for my personal subscription I saw these skus are restricted for my subscription except for SKU Standard_L2s_v4

Hello @ankit yadav ,
even the sku that apprently has no restriction is not working for us. you can see that the az cli tells us that there are no restrictions on Standard_D4s_v6 but trying to create one fails.

Hello @Alex Dean , This usually occurs when the requested VM size is unavailable in the specified region due to capacity constraints. This can happen because of high demand, maintenance, or other regional limitations.
