Cannot access power apps platform

I cannot access Power apps even though I used my university email address. I got following error message: "You can access Power Apps using a Microsoft Account after you have at least one license. You may sign up for a free license.Learn More". I tried with personal outlook email and got same message and then I used university email. But still having same issue.

    To use Power Apps, you need to sign in with your work or school account. Personal Outlook or Microsoft accounts will not work. 

    Access to Power Apps also requires a license linked to your account. You can check if you already have this license by visiting https://portal.office.com/account#subscriptions

    If you do not see a Power Apps license there, contact your university’s IT administrator and ask them to add one for you. 

    After the license is added, sign out of make.powerapps.com, clear your browser cache, and sign in again. This will refresh your access.
