Based on your description, I understand that you’re using Microsoft New Outlook on Windows 11 and are unable to locate the voting button in your email options (New > Mail > Options tab) after updating to the new Outlook for Windows. You’d like guidance on where to find this feature.
Regarding your situation, after testing and reviewing thoroughly, I found that the voting buttons feature is currently under development in the New Outlook experience. Since my setup matches the yours, this explains why the option isn’t available.
According to this article: Use voting buttons in messages, you should be able to find the Add voting buttons in Options tab > Tracking but in New Outlook but it's not there (as shown in your screenshot and mine too)
As a workaround, if you need to use voting buttons, you can switch back to Classic Outlook (toggle the New Outlook button on the top right if possible to go back to Classic Outlook) where this feature is still supported via New Mail > Options > in the Tracking group > Use Voting Buttons
Afterwards, you'll see this:
You could raise feedback within New Outlook about this feature being available via Help tab > Feedback. This would help the product team be aware of this and work on it for future updates.
