Getting an endless loop trying to create Microsoft account installing Windows 11

Trying to set up Windows 11 on new computer. At the point of creating a new Microsoft account, the test for whether or not I am a human keeps looping after completing tests; after final test the testing process restarts.

This happens as well when trying to create the required account via browser on an existing machine.
