Question

I Need to Understand What are the data will be moved outside of AZ Sentinel, "you give Microsoft permission to copy relevant ingested data outside of your Azure Sentinel workspace's geography as may be required by the machine learning engine to process these rules

I checked this with product group and it seems the information around this is part is under NDA. For getting few details around this, you would need to open a support case with CSS who can then validate your NDA plan and share further information with you.

If you have any concerns over data movement, there is an option to opt out from this in Sentinel blade.
