Outlook Web infinite refresh loop - mailbox not provisioned (India)

My Microsoft account is more than 24 hours old. Outlook Web (both normal and light versions) is stuck in an infinite refresh loop and never loads. Email does not work on any browser or mobile app. Chat and phone Support are unavailable in India. This appears to be a mailbox provisioning failure. Please escalate this to Microsoft backend to reset or reprovision the Outlook mailbox.
