Based on your description, it seems you’re stuck in an endless MFA verification loop because the Microsoft Authenticator configuration is tied to your old device, and you can’t receive any authentication codes.
Here are a few suggestions that may help resolve the issue:
- Use an alternative verification method: select “I can’t use my Microsoft Authenticator app right now.” This may allow you to verify your identity via SMS or email, assuming those backup methods were previously set up.
If you are user, try to contact to your IT/admin of your organization, your company IT team or Helpdesk may be able to reset your Multi-Factor Authentication (MFA) settings. As general Microsoft Support, we do not have administrative access to change these settings. Only your IT team has the ability to adjust or reset your MFA configuration. If you're a global admin, I recommend you contact to Microsoft Support team, The Microsoft Online Support Team has higher permission than us moderators to remotely assist you and collect background logs for the root cause. This is a more efficient and direct way in recovering this scenario for you

- Select any plan and click Try for free.
- Complete the setup to create a new tenant.
