Is there a way to make phone calls without using an android device

i would like to be able to make and receive calls and text messages on my laptop windows 10 pro unfortunately my android device broke so i do not have a cell phone to make the lynk configuration process.

I guess my question is....If there is a way to do that without a phisical phone?

    You can purchase Teams Essentials license plus Teams phone with calling plan, which comes with a business Microsoft account that looks like username @ businessname.onmicrosoft.com (you set it up during plan sign up process).     Otherwise, look for third party options..
