Thank you for sharing the detailed error for your VM creation failure.
Based on the error message provided, it appears that the issue is caused by a missing cookie value in the VHD footer, which leads to the VHD file being unsupported. To resolve this, you will need to re-create the image and then submit the VM creation request again.
I do understand the same VHD is running fine in Hyper-V however there are certain requirements to be met for a Windows VM VHD in Azure, therefore kindly retry 1 more time following these steps to create the VHD file in Amazon EC2 and then try to create VM using that VHD file in Azure and let us know if that also fails.
