Cannot get to Microsoft backend technical support to fix Outlook.com alias provisioning issue

I have made several attempts, phone and online, to get technical agent support to fix my consumer 365 Outlook.com new email alias provisioning issue (requested 7 days ago). I have worked for a week with CoPilot to exhaust all options to fix this. CoPilot insists this can only be fixed by Outlook.com backend support.

Twice I got to live Microsoft Account Recovery agents, who couldn't fix the problem or connect me with an Outlook.com agent who could, so they opened and closed cases for this, both resolving these cases by giving me instructions on how to get a live chat with Outlook.com agent via outlook.com.live > Help > ...>... Still There path. I have tried that for the past 3 days with the resulting message 'This service is currently unavailable. Please visit this link to contact Microsoft Support'.

How can I get live Outlook.com technical agent support ASAP?

    Go to: https://support.microsoft.com/en-us/home/contact

    • Type a brief description of your issue in the search box User's image

    Scroll down to the bottom > select Sign in to contact support

    • Log in to another available personal Microsoft account. 
    • Under Products & Services, select "Other Products"; Under Categories, select "Manage account security", and click Confirm. User's image

    Click "Chat with a support agent in your web browser" (during business hours) User's image
