Hello Fitz Jackson,

Welcome to the Microsoft Q&A forum. 

I understand the confusion here, especially since it looks like Outlook has downloaded successfully but you are unable to proceed. Based on the screen you shared, Classic Outlook for Windows is already installed, and what you are seeing now is the license confirmation screen, not an installation error. 

This screen appears when Outlook needs you to confirm how you want to use it. To move forward, please check the following: 

1, If you do NOT want to start a Microsoft 365 trial 

On the same screen, select “Close Outlook”, then reopen Outlook.  When prompted again, choose the option that allows you to continue without accepting a trial.  Classic Outlook can still be used in free mode for basic email access. 

2, If you already have a Microsoft 365 subscription 

Make sure you are signed in with the Microsoft account that owns the subscription: 

Select “Change” next to the signed‑in account shown at the bottom right. 

Sign in with the correct Microsoft account. Once the license is recognized, Outlook should open normally. 

3, Important clarification 

This behavior is related to account licensing, not a problem with the Outlook installation itself. Reinstalling Outlook or Windows will not change this screen unless the licensing step is completed. 

If you continue to be blocked after signing in with the correct account or declining the trial, the next appropriate step is to contact Microsoft Support via live chat (at https://support.microsoft.com/en-us/home/contact) so they can verify the license status on your account.
