Thanks for reaching out to Microsoft Q&A Forum. I understand that your sister is locked out of her Windows 11 PC due to a forgotten login PIN, an unknown Microsoft account password, and an inaccessible recovery email.
Before proceeding, please make sure you have already tried the Q&A Assist steps provided above. In addition, please try the following:
1, Use the Microsoft account security recovery process on a trusted device
- Go to https://account.live.com/acsr
- Sign in using the affected Microsoft account email
- Complete the recovery form with as much accurate information as possible, including old passwords, devices used, and services accessed
- Submit the form and wait for the result email
2, Attempt PIN reset from Windows sign-in
- Turn on the PC
- Select Sign-in options
- Choose I forgot my PIN
- Sign in using the Microsoft account if prompted to reset the PIN
3, Perform a clean Windows 11 reinstallation if account recovery fails
- Power on the PC and interrupt startup three times to reach Windows Recovery Environment
- Select Troubleshoot > Reset this PC
- Choose Remove everything. Disclaimer: The steps below may result in permanent data loss. Please ensure important data is backed up before proceeding.
4, Complete Windows setup without signing in to a Microsoft account
- When asked to sign in, select offline account or skip for now
- Finish setup to access the desktop
5, Allow Windows to automatically reactivate
- Connect the PC to the internet after setup
- Activation will automatically occur if the device has an OEM digital license tied to the hardware
- No Activation Lock applies to Windows devices like mobile phones
6, Sign back in to the Microsoft account only after recovery is successful
- Once access is restored, add the Microsoft account back in Settings > Accounts
- Set up new recovery options such as a current email and phone number
