missing customization

We are unable to customization Quarantine notification as mention in the following:

quarantine policies are missing on the tenant

I am waiting for this feature for quite a long time so we can enable quarantine notification.

The feature was never enabled on our tenant, I have checked on 3 tenants so far
No changes were made
this feature is about quarantined messages not Windows defender

According to my research, the quarantine policy feature is currently still on development that is why it is not available to most of us.

The work around for this case is to create the quarantine policy using PowerShell.

    I have checked the feature in several tenants and get the same result as yours. I noticed the official document introduced about this feature that:

    Note
    The features that are described in this article are currently in Preview, aren't available to everyone, and are subject to change.

    However, I tried using powershell to finish the task as well, it works. So you could temporarily use powershell to configure it before the official release
    Create quarantine policies in PowerShell
    New-QuarantinePolicy
