Based on my research and the experience of many users recently, Microsoft has tightened the ability to create new developer tenants. As of the latest updates, instant sandbox creation is primarily available only to users who hold a paid Visual Studio Subscription (Professional or Enterprise). If you are using a free personal Microsoft account, you may not be eligible to create a new tenant at this time.
