Cannot access admin control due to former contractor refusing to give it back.

Our organization owns the domain and DNS through GoDaddy. A former contractor created and controls our Microsoft 365 tenant and is the only Global Admin. He is no longer employed and will not transfer access. Our license has expired and we cannot access admin controls. We need Microsoft to restore Global Admin access to our organization through domain ownership verification.
