I understand you're facing an issue with Teams transcripts, where the first participant to join the meeting gets the ability to download the transcript, instead of the scheduled organizer or co-organizers. Based on my research, this behavior happens when meetings are scheduled from a shared group calendar (e.g., Microsoft 365 Group calendar, room/resource mailbox, or delegated/shared mailbox calendar). In such cases, Teams defaults the ownership and download permissions to the first participant who joins or triggers transcription.
- In standard scheduled Teams meetings (from an individual's calendar), transcripts (and recordings) are stored in the meeting organizer's OneDrive (in the Recordings folder). The organizer (and co-organizers) owns the file and has full download/edit/share permissions by default. Other participants typically have view-only access unless the organizer grants more via meeting options or direct file sharing.
- When scheduled from a shared/group calendar, the "organizer" field in Teams/Graph API often defaults to the person who actually creates/starts the meeting (i.e., the first to join and enable transcription/recording), rather than the calendar owner. This makes the starter the effective "recording owner," granting them download rights to the transcript file stored in their OneDrive.
This behavior is not configurable via the Teams Admin Center (there is no global setting that overrides file ownership based on the calendar type). It’s by design for how ownership is assigned in shared/delegated scenarios.

However, there are a few ways to ensure that the actual organizer or designated managers retain control over transcript downloads:
1.Assign a License to the Shared Mailbox
If the shared mailbox used for the calendar is assigned a Microsoft 365 license that includes OneDrive for Business, it will act as a legitimate "Owner." The transcript will be saved to the shared mailbox's OneDrive. This means only those with delegated Full Access to that mailbox (or explicit file share permissions) will be able to download it.
2.Use the "Co-Organizer" Role
Before the meeting starts, ensure that specific licensed users are added as Co-organizers:
- Open the meeting in the Teams Calendar.
- Go to Meeting Options > Roles
- Under Choose co-organizers, add the specific team members.
This mitigates the issue of the "first participant" taking control, as co-organizers share the same administrative rights as the primary organizer, including the ability to manage the recording and transcript, regardless of who joined first.
3.Restrict Access via Meeting Options (Teams Premium)
If your organization has Teams Premium, you can enforce a stricter policy within the meeting itself:
- In Meeting Options, navigate to Recording & Transcription.
- Set Who can access the recording and transcript to Organizers and co-organizers.
This ensures that even if a participant starts the meeting first, they will be blocked from downloading the file unless they are explicitly in one of those two roles.
Additional Workaround:
Have the intended organizer (or a co-organizer) schedule the meeting from their personal calendar and add the shared/group calendar as an attendee or location (e.g., for room booking). This ensures that the transcript saves to the true organizer's OneDrive, giving them (and co-organizers) control over downloads.
After the meeting, the organizer can also go to the transcript in Recap > Download, or in OneDrive, Share > Manage access to grant download permissions to others (e.g., by selecting Can view, which includes download access).
For recurring meetings, set this up once and remind the organizer to apply consistent permissions across all sessions.
