With the help of CoPilot and ChatGPT I found a way to create new plans and copy all info including attachments with Powershell scripting and Graph. If anyone is interested I will be happy to share it. Maybe MS itself can use it to create a build in option.

How to move or fully copy a planner plan to a different Team
Hi,
During the covid period we created a lot of teams that are now "outdated". So we want to remove them. But some of them have Planner plans in them that could still be usefull to maintain.
You can link the plan in another team but then the source teams needs to stay in the tenant.
Also sometimes when a colleague leaves the company they have plans that are still used.
In short, has anyone found a way to migrate or full copy (with all linked documents and tasks) plan from one group (or user) to another group/team?

You can use the Copy Plan option, but it may not preserve everything (like assignments or attachments), so manual checking is required.
For a complete migration, you would need to use Power Automate (partially) or a third-party migration tool.
