As shown in the screenshot you provided, the “Empty” option is currently not displayed.
Could you please help me check the following:
1/ Please verify whether the “Empty” option appears in this location.
2/ Please try switching to a different web browser and check again to see if the option appears.
If, after completing the steps above, the “Empty” option still does not appear, I recommend that you contact your organization’s IT department to check whether any policies or rules are being applied to your account.

I would like to provide you with the following information:
To empty the Deleted Items folder in Outlook for the web, please follow the steps below:
Step 1: Select and delete the emails that you want to remove.
Step 2: After deleting them, select Recover items deleted from this folder.
Step 3: Select Deletion > Empty folder to completely empty the folder.
