Copilot Studio Agent Shows "Agent has reached its usage limit" When Deployed to Website or Custom App Despite Pay-As-You-Go Billing Enabled
Issue Summary We have created a custom Copilot Studio agent in our Power Platform environment and configured Pay-As-You-Go billing through an Azure subscription. The billing plan is successfully linked to the environment through the Power Platform Admin Center. The agent works correctly when tested inside the Copilot Studio test pane. However, when the same agent is deployed to a demo website or embedded in a custom application, it immediately returns the following message:
"This agent is currently unavailable. It has reached its usage limit. Please try again later."
This behavior occurs consistently across all external channels even though the environment is configured with Pay-As-You-Go billing.
Steps to Reproduce
- Create a Custom Copilot Agent in Copilot Studio.
- Test the agent inside Copilot Studio Test Pane – works correctly.
- Configure Pay-As-You-Go billing in Power Platform Admin Center.
- Link Azure Subscription and Resource Group to the same environment.
- Deploy the Copilot agent to:
- Demo Website
- Custom Application (embedded agent)
- Send a message to the deployed agent.
The agent immediately returns the error: "This agent is currently unavailable. It has reached its usage limit. Please try again later."
Expected Result Since the environment is configured with Pay-As-You-Go billing, the agent should process messages normally and bill usage through the connected Azure subscription.

- We have confirmed the following:
- Pay-As-You-Go billing plan created in Power Platform Admin Center
- Azure Subscription successfully connected
- Billing plan linked to the same environment where the Copilot agent is created
- Billing configuration visible under Licensing / Capacity in Admin Center
- Agent functions correctly inside Copilot Studio Test Pane
- Issue only occurs after deployment to website or custom apps

This Copilot agent is intended for a demo environment where the agent performs AI-powered queries and analytics. The issue prevents us from demonstrating the agent outside the Copilot Studio test environment.
