- Verify how sign-up is being done
Azure DevOps free tier is available when signing up for an Azure DevOps organization:- Go to the Azure DevOps page and select Get started with Azure.

- Confirm the organization URL is correct:

- This indicates the Azure AD tenant used for sign-in has been blocked for inactivity.

- Signing out of all Microsoft accounts and clearing all browser data, then

https://signup.azure.comand completing/“upgrading” the existing free account to a pay-as-you-go account (still using free services/credits), after which portal and DevOps access worked again.

- Check whether the subscription was actually created; if the original “Welcome” or “Pay as you go” email contains a “continue” or “finalize” link, follow it to complete subscription setup.
