Regarding the Developer Program signup error (50001): This error commonly occurs during the phone verification step of the Microsoft 365 Developer Program registration. In many cases, it happens when the phone number has already been associated with another Developer Program account or has reached the allowed verification limit. One possible workaround is to remove the existing Developer Program profile associated with that phone number or attempt the signup process using a completely different phone number.
That said, I’ve recently seen similar reports from other users in comparable environments who are encountering the same behavior. This suggests that the issue may be related to how the registration service is currently interacting with the client environment. In some cases, the automated system may require a short period of time to process requests correctly, so retrying later can sometimes help.
For your reference, the Microsoft 365 E5 Developer Program is indeed a free program; however, eligibility is required in order to qualify. Currently, Microsoft officially lists several qualification paths, such as:
-Visual Studio Professional or Enterprise subscribers (automatic qualification)
-Companies enrolled in the ISV Success Program or eligible tiers of the Microsoft AI Cloud Partner Program
-Organizations with Premier or Unified Support, typically requested via their Microsoft account team
