    Hi Marty Samartano

Please note that our forum is a public platform, and we will modify your question to hide your personal information in the description. Kindly ensure that you hide any personal or organizational information the next time you post an error or other details to protect personal data.

I’m happy to help. From your description, I understand how frustrating it is when Outlook says you’re connected but you still can’t send/receive.

Just to confirm, are you using a personal Outlook.com/Hotmail account, or another provider (Gmail/ISP/work email)?

    Please try the following:

    1, Fully close Outlook

    • Close Outlook
    • Open Task Manager and end Microsoft Outlook, then reopen Outlook
    • Re-check the status bar

You can see this guide: Work offline in Outlook - Microsoft Support

2, Start Outlook in safe mode

    • Close Classic Outlook app completely
    • Press Windows + R, type outlook.exe /safe > press Enter
    • Try testing in Safe Mode
    • If it's stable in Safe Mode, disable add-ins (Go to File > Options > Add-ins > Manage: COM Add-ins > Go) and re-enable them one by one to find the culprit.

    3, Repair Office for Windows

Try a quick repair first, and if that doesn't work, try the online repair. Please refer to: Repair an Office application - Microsoft Support

4, Test on Outlook on the web

    • Please sign in at Outlook on the web and try sending an email there.
    • If it fails on the web, this points to an account-level restriction.
    • If it works on the web but not in the app, the issue is local to the app/device.

For more details, you can see this official article: I can't send or receive messages in Outlook - Microsoft Support

Please feel free to let me know how it goes so I can guide you further. Thank you for your understanding.
