    Hi Veronica Zador

Thanks for posting your question. I'm happy to help you today.

To avoid repeating the Q&A Assist reply under your post, could you tell me if you’ve tried those steps yet, and what happens when you try?

If you’ve already tried those and the issue persists, please try these additional steps:

1, Check Outlook on the web

    • Please sign in at Outlook on the web and try sending an email there.
    • If it fails on the web, this points to an account-level restriction.
    • If it works on the web but not in the app, the issue is local to the app/device.

2, Start Outlook in safe mode

    • Close Classic Outlook app completely
    • Press Windows + R, type outlook.exe /safe > press Enter
    • Try sending a test email.
    • If Outlook is stable in Safe Mode, disable add-ins (Go to File > Options > Add-ins > Manage: COM Add-ins > Go) and re-enable them one by one to find the culprit.

3, Make sure Outlook is not in Work Offline mode

    • In Outlook, go to Send/Receive tab at the top > make sure Work Offline is not enabled
    • If it is enabled, click it once to turn it off, then try sending again

4, Check for stuck messages or large attachments

    • Open the Outbox.
    • Double‑click any message stuck there.
    • If it has a large attachment, remove the attachment, close the message, and try sending again.
    • Then create a new test email (no attachment) and send it.

Please feel free to let me know how it goes after trying these steps. Thank you for your time and understanding.

Use the following checks in Outlook Classic for Windows to resolve messages staying in the Outbox while receiving still works:

    1. Re‑enable automatic sending
      1. In Outlook, select File > Options.
      2. Select Advanced.
      3. In the Send and receive section, turn on Send immediately when connected.
      4. Select OK.
      5. Try sending a new message and confirm it leaves the Outbox without pressing F9 or Send/Receive.
If this setting is disabled, Outlook will only send when a manual Send/Receive is triggered, which matches the behavior described.
    2. Check for a rule that delays sending
      1. On the Ribbon, select Rules > Manage Rules & Alerts.
      2. On the Email Rules tab, select each rule and review the Rule description.
      3. Look for any rule that includes defer delivery by # minutes.
      4. Double‑click such a rule and either clear the defer delivery by a number of minutes action or disable/delete the rule if it is not needed.
      5. Send a test message and verify whether it now leaves the Outbox promptly.
    3. If messages still do not send automatically After confirming the above, manually trigger Send/Receive (or press F9) to verify that the account can send at all. If manual Send/Receive works but automatic sending does not, the cause is almost always the Send immediately when connected option or a deferral rule as described.

If the Send immediately when connected option is greyed out, it is controlled by Group Policy; in that case, contact the administrator to change the policy.
