Based on Microsoft document, the qualification and renewal process for Microsoft 365 Developer Program tenants is fully automated and based on predefined algorithms and telemetry.
If a developer subscription has fully expired and been deleted, it cannot be renewed. In this scenario, the only supported option is to request a new Microsoft 365 Developer Program subscription.
I recommend reviewing the Microsoft 365 Developer Program FAQ especially the following sections, for more detailed eligibility information:

-What account can I use to sign up for the Microsoft 365 Developer Program?
For your reference, after a subscription expires:
-There is a 30-day grace period during which data can still be migrated
-This is followed by another 30 days with limited admin access
-After 60 days, the subscription and all associated data are permanently deleted
Since developer tenants are intended for development and testing purposes only, it is recommended to maintain backups of any important data and configurations outside of the tenant.
