As far as I understand, Microsoft Purview manages retention policies that retain email content in place within Exchange Online mailboxes for compliance purposes. By themselves, retention policies do not archive emails or move them out of the user’s primary mailbox.
For email archiving, where messages are automatically moved to a separate archive mailbox, is performed by Exchange Online archive mailboxes using archiving (MRM) policies. Retention policies and archive mailboxes serve different purposes and are typically used together rather than interchangeably.
Regarding email journaling, this is a legacy capability provided by Exchange Online through journal rules. Microsoft Purview itself does not provide traditional journaling functionality. Instead, Purview offers modern compliance features such as retention, eDiscovery, and data governance, which are generally recommended over journaling when possible.
