It Appears that Microsoft made some changes to the software and Design in regards to my Issue.

My Contacts Appear Again when I Click the TO......to bring up my contacts.

    Issue has been resolved.

    Thank You

    @James Saindon

Do your symptoms match those shown in this post:

If so, it's a known bug. I and others have been seeing this come and go over the last few weeks. Both Outlook Web and New Outlook for Windows. Nothing official from Microsoft (that I have seen). Nothing that you can do from your end to fix it.

    Hi James Saindon

I understand why this feels confusing, when you expect to see your contact list and nothing appears.

Have you already tried Q&A Assist suggestions? In addition, could you please clarify the following:

    • When you click the “People” icon (the two-person silhouette) on the left-side navigation bar in Outlook.com, do your contacts appear there correctly?
    • As mentioned by the Q&A Assist, if you type just one or two letters into the "Search" box that appears after clicking "To", does the list stay blank, or do names finally start to appear?
    • Are you using a personal Microsoft account (ending in @outlook.com, @hotmail.com, @msn.com), or is this an account provided by a work or school organization?

In the meantime, please try these steps:

1, Verify the "All Contacts" View

After clicking the “To” button, a window pops up. On the left side of that window, ensure that “All Contacts” or “Your Contacts” is selected.

Sometimes it defaults to a specific "Group" that might be empty.

2, Clear Browser cache (for Web access)

Since you mentioned this happens in browsers too, temporary data might be blocking the pop-up list.

Press Ctrl + Shift + Delete in your browser and clear "Cached images and files," then restart the browser.

    3, Test in Private/Incognito Mode

Open an InPrivate (Edge) or Incognito (Chrome) window and log in to Outlook.com. If the list appears there, a browser extension is likely interfering with the Outlook interface.

Please feel free to let me know how it goes. Thank you so much for your understanding.

When clicking To does not show a recipient list, use the address book/search UI instead of expecting an automatic list of all contacts.

In Outlook on the web / light version, the supported behavior is:

    1. In a new message, select To, Cc, or Bcc.
    2. This opens the search area for your organization’s address book or contacts.
    3. In Search this list of contacts, start typing the person’s name or email address; the list will populate as you type.
    4. Select the check box next to the correct person, then select To, Cc, or Bcc to add them to the message.
    5. When finished, choose Done or Close to return to the message.

If nothing appears until characters are typed, this is expected when the address list is large (for example, more than 500 contacts). In that case, the search list stays blank until at least part of the name or address is entered.

If relying on suggestions while typing directly in To/Cc/Bcc (instead of clicking To):

    • Begin typing the recipient’s name or address in the To, Cc, or Bcc field.
    • Outlook shows up to five suggested matches from contacts and previous recipients.
    • The list refines with each character typed.

If no suggestions appear at all when typing, ensure that contacts actually exist in the mailbox and that they have not been deleted. Saved personal contacts are suggested automatically unless removed.
