Not Receiving Verification Emails from MOFA Website

Dear Microsoft Support Team,

I am facing a serious issue with my Outlook email account.

I am not receiving verification emails from the MOFA Pakistan website despite multiple attempts. Because of this issue, I am unable to verify my MOFA account and complete important official procedures.

This is the MOFA website I am trying to use: Ministry of Foreign Affairs Pakistan (https://mofa.gov.pk)

I have tried multiple times, checked spam/junk folders, and resent emails, but nothing is received.

Kindly check if:

  • My email is being blocked or filtered
  • Any security or spam settings are preventing delivery
  • My account needs any adjustment to receive government/verification emails

I will also attach a screenshot showing the MOFA verification page for your reference.

This issue is causing serious delay in my official work, so I request your urgent assistance to resolve it.

Thank you for your support.

    Hi Mohammad Khalid,

Thank you for the detailed explanation. I can imagine how stressful this must be while an official procedure is on hold.

Since this is a public forum, I've gone ahead and edited out the personally identifiable information from your post to protect your privacy. For next time, it's safer to mask any personal details before posting.

Verification emails from government or institutional websites are often blocked at the server level by Outlook.com's anti-spam filters. Unfortunately, neither you nor moderators have the ability to whitelist a sender at that level.

Please kindly reach out to MOFA IT team and let them know their verification emails aren't being delivered to Outlook.com addresses, and ask them to review their sender reputation.

They (or their email provider) can submit their sending domain/IP through Outlook.com's official sender support portal: Sender Support – Outlook.com

In the meantime, please feel free to follow the steps suggested by the Q&A assist above to make sure everything is correct on your side.

Regarding "default settings of Outlook", could you share a little more about what you'd like to reset? For example:

    • The layout/view (Focused inbox, reading pane, density)?
    • Junk email filtering level?
    • All Outlook.com settings back to factory defaults?

Once I know which area you mean, I'll be glad to guide you step by step.

    Warm regards,

The Outlook.com account itself cannot be checked or modified from here, but several Microsoft-side causes and workarounds for missing verification emails are documented.

Work through these checks in order:

    1. Confirm the message is not being treated as junk
      • In Outlook.com, check Junk Email and Deleted Items folders.
      • Look specifically for messages from the MOFA domain and from Microsoft security services.
      • If any MOFA mail appears there, mark it as Not junk and add the sender/domain to Safe senders.
    2. Make sure Microsoft is not blocking or delaying messages due to security
      • Excessive or repetitive verification attempts from the same site or region can trigger temporary protection, which may delay or block some verification messages.
      • Wait some time before requesting another verification email to avoid being blocked for “unusual activity” or “heavy compromised traffic” from the region.
    3. Verify that the Outlook.com account can receive other mail normally
      • Send a test email to the Outlook.com address from another provider (e.g., a different personal account).
      • If normal mail does not arrive, there may be a broader delivery or mailbox issue that must be handled via Outlook.com support (see step 7).
    4. Check that no rules or filters are silently moving or deleting the mail
      • In Outlook.com settings, review Rules and Sweep settings to ensure there is no rule that moves or deletes new mail from unknown senders or specific keywords.
      • If such a rule exists, disable or adjust it and then request a new MOFA verification email.
    5. Ensure the address used on the MOFA site is correct
      • Confirm that the exact Outlook.com address (spelling and domain) is entered on the MOFA Pakistan website.
      • Even a small typo will prevent delivery, and Microsoft will not see any attempt to deliver the message.
    6. Check that the Outlook.com account is active and not disabled
      • Sign in to Outlook.com on the web and confirm that the mailbox opens and shows recent mail.
      • If there are any sign-in or mailbox errors, those must be resolved first, as a disabled or terminated mailbox will not receive new messages.
    7. If only MOFA mail is missing but other mail works
      • This usually indicates either:
        • MOFA is not sending the message at all, or
        • MOFA’s mail servers are being blocked or throttled before reaching Microsoft.
      • In that case, contact MOFA support and provide the Outlook.com address and approximate times of the verification attempts so they can check their sending logs.
    8. Contact Outlook.com support if the problem persists
      • If other senders work but there is still concern that Microsoft is filtering or blocking MOFA messages at the service level, contact Outlook.com support:
        • In Outlook.com, select Help on the menu bar, enter the issue (for example, “Not receiving verification emails”), then scroll down to Still need help? and choose Yes to reach support options.
        • If sign-in to Outlook.com is not possible, use the “If you can’t sign in” support entry point.

Support can check the account at the service level and advise whether any security or spam controls on Microsoft’s side are affecting delivery. If no block is found, MOFA’s mail administrator must investigate from their side.
