Any chance these are Yahoo (including some Aol and Verizon.net users) or Gmail users?

If so, I think there's something going on Microsoft's end right now. I am seeing many people reporting that they cannot receive emails from Yahoo or Gmail users. You are not the only one. Earlier this week it happened with iCloud users, but it finally recovered. Hopefully this is a similar situation. There's no official announcement on Microsoft side at the moment.

Follow these steps in Outlook.com / Outlook on the web to troubleshoot not receiving messages from a specific sender:

    1. Check the Other and Junk folders
      • In the Inbox, check both the Focused and Other tabs to ensure the messages are not being sorted away from the main view.
      • Open the Junk Email folder and look for messages from this sender. If any are found, right‑click each message and select Mark as not junk to move them back to the Inbox and train the filter.
    2. Check Junk Email settings and rules
      • Open Settings and go to Junk Email settings. Verify there are no filters or settings that would send this sender’s messages to Junk or delete them.
      • Check for any rules that might be moving or deleting messages (for example, rules that move all new mail to another folder or RSS feeds). Disable or delete any rule that could affect this sender.
    3. Check blocked senders list
      • In Outlook.com / Outlook on the web:
        1. Sign in to Outlook.com.
        2. Go to Settings > Options or Mail.
        3. In the left pane, select Blocked Senders or Block and allow.
        4. If this person’s email address or their domain (for example, @hotmail.com) appears in the blocked list, select it and remove it.
    4. Check message sorting and filters
      • In the message list, select Filter > Sort > Date to ensure messages are shown in chronological order and not hidden by a custom sort.
      • Make sure no filters are applied that could hide new messages.
    5. Ask the sender to verify delivery
      • Since the sender receives messages and replies, but replies do not arrive, ask the sender to:
        • Confirm there is no bounce or error message.
        • Review Sender Support in Outlook.com guidance if they see delivery issues.
    6. If still not receiving
      • Use the Outlook.com interactive troubleshooter via the Help menu in Outlook.com.
      • If the issue persists, use the Help option in Outlook.com, describe that messages from a specific sender are not arriving, and follow the support path under Still need help?
