Based on your description, after getting a new phone, you are unable to sign in to Microsoft Authenticator because it asks you to use Authenticator for verification.
In this situation, the recommended solution is to contact your school’s IT Helpdesk or Microsoft 365 administrator and request an MFA (Authenticator) reset for your account. Once your authentication methods are reset, you will be able to sign in again and will be prompted to re-register Microsoft Authenticator on your new device.
As a forum moderator, I do not have administrative access to modify these settings, only your IT team can reset your MFA configuration.
