Query on Microsoft forms

One of our users (user1) has left the company, and we need to transfer ownership of their Microsoft Form to another user (user2).

As a Global Administrator, I am able to access the departed user's forms using the following URL:

I can see the forms successfully. However, when I select a form and choose the Move option, I do not see an option to move the form directly to user2.

I only see the option to move the form to a Microsoft 365 Group.

If the form is moved to a Microsoft 365 Group:

Does the group become the owner of the form?

Where exactly is the form stored within the Microsoft 365 Group?

Will group owners/members be able to manage and access the form going forward?

    Thank you for your question, and I completely understand the need to retain access to Forms created by a departed user. When using the admin delegation link to access the former user’s forms, the behavior you’re seeing is expected.

    In this case, Microsoft Forms currently does not support transferring ownership directly from one individual user to another when you use delegation link. Instead, the supported approach is to move the form to a Microsoft 365 Group. A form or quiz in your Microsoft 365 group can be accessed and managed by all team members of that group.

    • Once the form is moved to a Microsoft 365 Group, the group effectively becomes the owner of the form. This means the form is no longer associated with the original user account and is instead managed under the group.
    • To provide access to the intended user (user2), you can try moving the form to a Microsoft 365 Group and then add user2 as a group owner or member

    Additionally, the form itself remains within the Microsoft Forms service but is tied to the selected group. The form will appear in Microsoft Forms under the “My Groups” section for all members of that group. Group members can open and manage it directly from there, similar to any form that was originally created as a group form. For reference: Create a group form or quizUser's image
