    Dear @Chris Scallan,

Good day! Welcome to Microsoft Q&A forum!

Based on your description, I understand that even after unblocking a macro-enabled Excel file, you are still unable to use macros. You’re looking for guidance on how to enable and run macros successfully in Excel on Windows.

To understand the situation better and provide you with the most suitable support, could you confirm the following information:

    • What version of Excel are you using? You can check it via File > Account > About Excel
    • Has this macro worked on your device before, or is this a first‑time issue?
    • Is this happening on one file or all macro‑enabled files?
    • Is the affected file stored locally on your computer, or opened from a network share, SharePoint, OneDrive, or email attachment?
    • Where is the file currently saved? (Local computer, Downloads folder, network drive, SharePoint sync folder?)

Your confirmation would be very helpful in ensuring you receive the most suitable support!

In the meantime, kindly try the following suggestions to check what might have caused the issue:

    • Add your file location as a trusted location
    • Select File > Options
    • Select Trust Center > Trust Center Settings > Trusted Locations
    • Select Add new location
    • Select Browse to find the folder, select a folder, and then select OK
    • Click the checkbox "Subfolders of this location are also trusted"
    • Click OK and Restart Excel
      • Then reopen the affected file and check if the issue persists
      • User's image
    • Test with a new macro file to check the behavior
      • You can create a simple new macro‑enabled Excel file
      • Save it to the same trusted location
      • Add a basic macro and reopen it to see if the macros are also disabled and let me know the result
      • Test the same file on another device: To help determine whether this issue is specific to your device or related to the file itself, I recommend testing the same Excel file on another computer.
        • Copy the exact same macro‑enabled file to another device
          • Open the file using the desktop version of Excel
            • Kindly observe whether the macros are blocked or allowed to run

    For references:

I hope this information is helpful. Please follow these steps and let me know if it works for you. If not, we can work together to resolve this.

Please understand that our initial response does not always resolve the issue immediately. However, with your help and more detailed information, we can work together to find a solution.

Any updates you’re able to share would be really helpful. I appreciate your time and look forward to hearing how things are going!

Thank you for your time and patience.

Unblocking the file in Windows is only one of the steps needed. Excel can still block macros at the application or policy level.

    Check these areas in order:

    1. Confirm macros are enabled in Excel Trust Center
      1. In Excel, go to File > Options > Trust Center > Trust Center Settings.
      2. Select Macro Settings.
      3. Make sure a setting that allows macros is chosen, for example:
        • Disable VBA macros with notification (recommended so a yellow bar lets macros be enabled per file), and
        • If using Excel 4.0 macros, check Enable Excel 4.0 macros when VBA macros are enabled.
      4. Select OK to apply.
    2. If it’s an Excel 4.0 (XLM) macro workbook Excel 4.0 macros can be blocked separately:
      1. In File > Options > Trust Center > Trust Center Settings > Macro Settings, ensure Enable Excel 4.0 macros when VBA macros are enabled is checked if those macros must run.
      2. If a Group Policy or registry setting is configured to prevent Excel from running XLM macros, they will still be blocked regardless of the file being unblocked.
    3. Check File Block settings for Excel 4.0 MacroSheets
      1. In File > Options > Trust Center > Trust Center Settings.
      2. Select File Block Settings.
      3. Under File Type, find Excel 4 MacroSheets and ensure Open is checked.
      4. Under Open behavior for selected file types, select Open selected file types in Protected View and allow editing.
      5. Select OK twice.
    4. Ensure the file is truly unblocked (Mark of the Web removed)
      1. Close Excel.
      2. In File Explorer, right‑click the macro‑enabled file > Properties.
      3. On the General tab, if there is a Security section with an Unblock checkbox, make sure it is checked, then select OK.
      4. Reopen the file in Excel and respond to any macro security notification bar to enable content.
    5. Use a Trusted Location (optional but safer) If macros are still blocked due to “from the internet” classification, save the file into a folder configured as a Trusted Location in Trust Center, then open it from there so macros can run without being blocked.

If an organizational policy disables macros (VBA or Excel 4.0) via Group Policy or security baselines, those policies must be changed by an administrator; unblocking the file alone will not allow macros to run.
