Hello,

I am trying to get the notifications window and sound alert to work for one of our employees here at my business.

I have tried everything possible that we know how to do to get it to work. Here is what we have tried so far:

-Services/Windows Push Notification/Restarted both Windows Notifications/checked the DND and it was off an nothing was checked marked that could stop notifications from coming through.

-Made sure that the Notifications on Outlook are on and set priority to High so no other apps could block the notifications from showing.

-Used Windows Key +R to bring up RoamCache and used the command %localappdata%\Microsoft\Outlook\RoamCache

to get there. We deleted all .dat files that started with Stream_.

-Went to the Registry Editor and under this we went to Hkey_Current_user\Software\Microsoft\Windows\Current Version\Notifications\Settings\ I then looked at all the Microsoft Office Outlook settings and mad sure Microsoft.Office.Outlook.Exe was enabled and value set to 1.

-We have tried signing the employee out and logged back into Outlook and Windows. We also uninstalled Microsoft 365 and reinstalled it and tried to run a repair on it as well from the Control Panel.

-We have also checked all of the setting inside of Outlook itself and made sure all Notification options were turned on.

-We have restarted the computer and made sure all the updates were done.

Based on the steps already taken, focus on the two main causes and resolutions documented for missing Outlook desktop alerts (toast notifications) in classic Outlook for Windows.

    1. Verify the Outlook Start menu shortcut exists Desktop apps must have a Start menu shortcut for Windows toast notifications to work. If the shortcut is missing, Outlook will not appear in Windows notification lists and no desktop alerts will show.

On the affected machine, check the appropriate path for the Outlook version:

    • Outlook 2013:
      • C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Microsoft Office 2013
    • Outlook 2016, Outlook 2019, Outlook for Microsoft 365:
      • C:\ProgramData\Microsoft\Windows\Start Menu\Programs\

Confirm there is an Outlook shortcut (OUTLOOK.EXE shortcut) in that folder. If it is missing:

    • Repair Office (see step 3 below) to recreate the shortcut, or
    • Manually recreate a shortcut to Outlook in that path (matching the version’s folder structure) so Windows can register Outlook as a toast‑capable app.

After the shortcut is present, verify Outlook appears in Windows notification settings and that notifications for Outlook are enabled (which has already been checked in this case).

    1. Check the “Remove common program groups from Start Menu” Group Policy If Group Policy removes common program groups, the Outlook Start menu shortcut can be removed or hidden, which breaks toast notifications.

    On the affected user’s profile:

    1. Close Outlook.
    2. Open Registry Editor (regedit.exe).
    3. Navigate to:
      • HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
    4. Locate the NoCommonGroups value.
      • If NoCommonGroups is set to 1, the Remove common program groups from Start Menu policy is enabled.
      • If the value does not exist or is not 1, this policy is not enabled.
    5. If NoCommonGroups = 1, disable the corresponding Group Policy:
      • In Group Policy: User Configuration > Administrative Templates > Start Menu and Taskbar > Remove common program groups from Start Menu → set to Disabled or Not Configured.
    6. Apply the policy (e.g., gpupdate /force), confirm the Outlook shortcut is restored under C:\ProgramData\Microsoft\Windows\Start Menu\Programs\..., then test notifications again.
    7. Repair Office to restore the shortcut and registration If Group Policy is not the cause, run an Office repair specifically to restore the Start menu shortcut and Outlook’s registration for toast notifications.
    8. Open Control Panel.
    9. Go to Programs > Programs and Features.
    10. Select the Microsoft Office / Microsoft 365 Apps installation.
    11. Select Change.
    12. Depending on the installation type:
      • MSI installation: choose Repair, then Continue.
      • Click‑to‑Run installation: choose Quick Repair, then Repair.
    13. After repair completes, restart Outlook and, if prompted, restart Windows.

    After the repair:

    • Re‑check that Outlook appears under Windows notification senders and is enabled.
    • Send a test email to confirm desktop alerts and sounds now work.

These steps specifically address the documented conditions where Outlook desktop alerts stop working even though Windows and Outlook notification settings appear correct.

Good day @Nicholas Fiske, and I appreciate the clear explanation of your concern.

Just to gently clarify before we go any further, this is a user‑to‑user support forum. I don’t have the ability to access or investigate individual accounts because this is a user-to-user support forum. Moderators and contributors, including external Microsoft employees, do not have access to internal systems or the ability to directly take action on Microsoft product features. However, I truly hope I can help review your situation, offer some guidance, and support you in finding the right next steps as best as possible.

Since you have already completed most of the standard troubleshooting, you may consider trying the following additional checks to further isolate the issue:

Option 1: Check conditions that may prevent Desktop Alerts from triggering

In some cases, Desktop Alerts may not appear if emails are automatically redirected out of the Inbox, during initial account sync or manual Send/Receive, or when a rule moves messages away from the default Inbox.

    1/ Check Outlook rules

Open Classic Outlook > Go to File > Select Manage Rules and Alerts > Review all existing rules carefully > Check if any rule is moving or redirecting new emails to another folder or mailbox > Disable it.

    User's image

2/ Verify Outlook is fully synchronized

Look at the status bar at the bottom of the Outlook window. Check for messages such as:

    • “Updating Inbox”.
    • “Synchronizing folders”.

Wait until the status shows Connected or All folders are up to date.

Option 2: Review Battery Saver settings in Windows

Notifications may be temporarily disabled when your device is in Battery Saver Mode. To receive notifications:

    Select Start, then select Settings.

Go to System > Power or Power & battery (or Battery in Windows 10).

Ensure Energy saver is turned Off to resume receiving notifications.

Option 3: Check Focus mode in Windows

You mentioned that Do Not Disturb is already turned off. However, if Focus Mode is enabled, it can still prevent notifications from appearing.

Open Windows Settings > Go to System > Select Focus > Check if Focus Mode is currently turned on.

If it is enabled, please turn it off.

    User's image

Once done, test Classic Outlook again to see if notifications appear.

Option 2: Check on Outlook on the web

    Open your web browser.

Open a web browser, then go to the browser settings and clear browsing data. Set the time range to "All time" to avoid issues caused by outdated cache.

    User's image

Go to https://www.office.com and sign in your first preferred account.

    Select Apps, then choose Outlook.

    User's image

Send a test email to yourself. Check if a notification appears in the browser

Option 3: Create a new Outlook profile

Sometimes the issue can be caused by a corrupted Outlook profile. Creating a new one may help resolve this.

Open Control Panel > Select Mail (Microsoft Outlook) > Click on Show Profiles.

Select Add to create a new profile > Follow the prompts to set up the email account.

Set the new profile as the default profile.

    User's image

After that, open Classic Outlook using the new profile and check if notifications are working properly.

Option 4: Create a new Windows user profile

Open Settings > Go to Accounts > Select Other users > Click Add account > Create a new user (local or Microsoft account).

    User's image

Log in with the new profile.

Set up Classic Outlook and test notifications.

    Option 5: Contact Microsoft Support

If the issue still persists after trying the steps above, I recommend the organization's IT administrator to create a support ticket via Microsoft 365 Admin Center > Support > Help & Support for further backend investigation.

A technical support engineer can perform a remote session to investigate the situation, verify the backend configurations, and run any necessary synchronization tools to resolve the problem. If the issue requires further attention, they can escalate it to a specialized team for deeper analysis.

I hope this information is helpful. If you have any questions or need further support, please don’t hesitate to reach out at any time.

Thank you for your patience and understanding.
