I'm having exactly the same problem. Mahjong isn't working since this morning. I open the program and it says there is a download error and it asks me if I want to play offline. Retry doesn't work. If I do say play offline, it logs me in, but I get more download errors when I try to access daily challenges. I tried repair, didn't work.

I tried to reset, didn't work.

Just uninstalled and reinstalled, didn't work.

Perform these steps in order on Windows 11 to fix Microsoft Mahjong not loading:

    1. Reset the Microsoft Store cache
      1. Press Windows key + R.
      2. Type wsreset.exe and select OK.
      3. A blank Command Prompt opens and closes after about 10–30 seconds, then Microsoft Store opens automatically.
      4. Try launching Microsoft Mahjong again.
    2. Repair/Reset Microsoft Store (to fix app delivery issues)
      1. Open Settings > Apps > Installed apps.
      2. Find Microsoft Store.
      3. Select Advanced options.
      4. First choose Repair and test Mahjong.
      5. If still not working, choose Reset and test again.
    3. Check Microsoft Store services
      1. Press Windows key + S, type services.msc, and open it.
      2. Find Microsoft Store Install Service.
      3. If Status is Running, right-click and select Restart.
      4. If it is Disabled or Stopped, set Startup type to Automatic, click Start, then OK.
      5. Try launching Microsoft Mahjong.
    4. Ensure system is up to date and restart
      1. Install any pending Windows Updates.
      2. Restart the PC and try Mahjong again.

If Mahjong still will not load after these steps, the issue is likely with the app or account-specific, and further support from Microsoft Store/App support may be required.
