ISV Success member still receives "You don't currently qualify for a Microsoft 365 Developer Program sandbox subscription" 8 days after enrolment — eligibility check not picking up Partner Center status

I'm a member of the Microsoft AI Cloud Partner Program (MAICPP) and have been enrolled in the ISV Build & Publish track for over a week. Partner Center confirms my enrolment is active and all account verifications are complete, but the Microsoft 365 Developer Program portal refuses to provision the E5 developer subscription that's listed as one of my benefits.

I've already raised a parallel ticket with Partner Center support (reference [Moderator note: personal info removed]); the technician there confirmed that all account configurations look aligned on their side, escalated to their backend engineering team, and recommended I also engage the M365 Developer Center team directly. Hence this post.

What happens

When I sign in to https://developer.microsoft.com/en-us/microsoft-365/dev-program with the same corporate account that's enrolled in ISV Success ([Moderator note: personal info removed]), the dashboard always shows:

"Thank you for joining. You don't currently qualify for a Microsoft 365 Developer Program sandbox subscription."

There is no "Set up subscription" CTA, no E5 tile on https://my.visualstudio.com/benefits (even though I've activated the bundled Visual Studio Enterprise subscription), and no in-tile activation flow on Partner Center's Cloud Services benefit page.

  • Account used everywhere (ISV Success enrolment, Partner Center, Developer Program portal sign-in): [Moderator note: personal info removed]

What I've tried

  1. Signed in to the Developer Program portal multiple times in fresh incognito sessions over 8 days — same "doesn't qualify" message every time.
  2. Activated the Visual Studio Enterprise subscription bundled with ISV Success, waited 24+ hours — the M365 E5 tile has never appeared at https://my.visualstudio.com/benefits.
  3. Followed the ISV Success Cloud Services benefit tile in Partner Center — it only links back to the same Developer Program URL with wt.mc_id=ISVSuccessProgramPartnerCenter; no in-tile activation.
  4. Linked the billing account to the Microsoft tenant (suggested on a previous support call) — no change to eligibility.
  5. Tried signing in with the tenant's <prefix>.onmicrosoft.com UPN as a Microsoft technician suggested — that UPN doesn't exist on my user account, only the [Moderator note: personal info removed] form does.
  6. Confirmed no MSA conflict — no tenant picker appears during sign-in; Partner Center confirms I'm signed in as [Moderator note: personal info removed].
  7. Two phone/Teams calls with Microsoft Partner Support (most recent ~30 min on 2026-06-02, prior ~2 hr earlier in the week) — neither call resolved the issue; HAR file + video sent for backend investigation.

Specific ask

Could the Developer Program team either:

  1. Manually provision the Microsoft 365 E5 developer subscription for my ISV Success-enrolled account ([Moderator note: personal info removed], Partner One ID [Moderator note: personal info removed]), or
  2. Investigate why the eligibility check is failing for this account, given Partner Center shows the ISV Success benefit as active?

    Based on your description, I understand that you are currently unable to provision the Microsoft 365 Developer Program sandbox subscription, even though your ISV Success enrollment and Partner Center benefits appear to be correctly configured. 

    First, I’d like to clarify that this is a public peer-to-peer community forum. We are not Microsoft Support, and as a forum moderator, my role is limited to providing general guidance and directing users to official resources. I do not have access to Microsoft internal systems, backend engineering tools, or the ability to manually provision subscriptions or investigate entitlement synchronization issues. 

    Since you already have an active support ticket with the Microsoft Support team and the case has been escalated to their backend engineering team, I would kindly recommend continuing to follow up with them directly regarding the investigation and next steps. Based on the information you shared, this situation appears to require internal backend verification from the responsible support teams.
