Hi,
In this case, it could be the processor or motherboard. Have you tested different memory modules in different slots, one at a time?
Check if the motherboard has speakers. Turn it on without the memory modules and see if there's any sound.
Thanks

Hello, I have a HP OMEN30L GT13-0014 with Windows 11 Home, HP Moira3 motherboard, Ryzen 5 3600, 32GB RAM, Nvidia RTX 3060, 256gb NVME, 1TB SSD. I did a Windows defender offline virus scan and during the scan the computer suddenly shut down. I waited about an hour and tried to turn it back on, the fans and lights turned on but not my keyboard or mouse and my monitor screen stayed black. I've tried using an alternative mouse and keyboard, trying the keyboard and mouse in different USB slots, trying different Display ports and HDMI ports on two different monitors, I tried power cycling the pc, unmounted/remounted the RAM and GPU, resetting the CMOS by moving the jumper cap from pins 1 and 2 over to pins 2 and 3 for 10-15 seconds. Moved the jumper cap back to its original pins 1 and 2 position and turned the pc back on, removed the CR2032 MB battery for 15 minutes and reinserted it. After all that my screen remains black and doesn't seem to recognize my keyboard or mouse. I'm at a complete loss and could really use some help.

Based on the provided information, the issue is a no‑boot / black screen condition that occurs before Windows loads (no display, no keyboard or mouse power), after a Windows Defender Offline scan. The available context only covers:
All referenced procedures (Safe Mode, Startup Repair, System Restore, clean boot, recovery options, stop‑code analysis, Secure Boot changes, etc.) require that the system can at least show firmware/boot screens or reach Windows/WinRE. The context does not provide guidance for a situation where:
Because the context does not include steps for diagnosing this pre‑boot, no‑video, no‑USB‑power condition, there is no supported, documented procedure in the supplied material that can be applied to this specific scenario.
